Zinc smelters operated in Palmerton from 1898 until about 1981, and much of the town's housing dates from those years. The Census puts the median home's build year at about 1947. Drives and parking pads at older homes often sink and crack, and water starts running the wrong way. The borough's zoning wants that water kept off streets and adjoining lots.

Census figures show how old the housing is. About four in ten Palmerton homes were built in 1939 or earlier. Only about 4 percent went up in 2010 or later. With so few new homes, most driveway jobs here start with an old surface.
About a quarter of homes are attached houses, the Census category that covers twins and rowhouses. The borough's zoning names twins and rowhouses among the housing types in its R-2 district. Lettered alleys such as Alley E and Alley F run through the blocks, with buildings set right along them. A drive at a shared lot line or a pad off an alley leaves little room at the edges.
Where the old base still holds, an asphalt overlay can renew a worn surface. Where the base has failed, we dig it out and rebuild it before new asphalt goes down. The grade we set moves water off the drive and away from the house.
NOAA keeps climate normals for a station near Lehighton, about 5 miles west. They count about 130 days a year with a low of 32 degrees or colder. On more than 100 of those days, the high climbs back above freezing. Water that seeps into a crack freezes overnight and pries it wider.
The federal soil survey maps about a fifth of the borough as made land, meaning fill. The creek flood plains carry Middlebury silt loam, and the slopes carry stony Laidig loam. NRCS rates all three very limited for local roads and streets. It flags unstable fill on the made land and flooding on the flood plains, so we check the base first.
The old smelters also put metals into local soil. EPA's Superfund cleanup covered Blue Mountain and residential yards in and around town. Its 2017 five-year review found the yard soil work complete and protective. If a big dig raises questions about a yard, EPA's Palmerton Zinc Pile site page is the place to start.
At a driveway entrance, the zoning ordinance keeps the drainage along the street running without a break. The borough may require a pipe where a driveway crosses that flow. Its permit checklist names other approvals a job may need, such as a street cut or driveway approval. Work in a floodway or floodplain can also call for DEP approval.
Some jobs go through site plan review first. The ordinance calls for it on a new or expanded paved area over 5,000 square feet. It also applies to earth disturbance over 1,000 square feet. The zoning officer at the borough office answers how those rules fit a given lot, and we point you there.
State roads follow state rules. PA Route 248, the road between Palmerton and Lehighton, is one of them. A driveway built or changed within a state highway right of way needs a PennDOT permit first. The application goes in the property owner's name, at least 30 days before work starts.
The borough issues a sidewalk construction permit. Its form marks new sidewalk or curb construction as needing a building permit too. Applicants receive the sidewalk and curb standards Borough Council adopted in Resolution 216-94. The permit is valid for one year from the date it is issued.
Where a tree root has lifted a sidewalk or curb, the borough's shade tree permit request covers cutting that root. Once that paperwork is in order, we can take on sidewalk and walkway installation.
