Stroudsburg is an old borough, and its driveways show it. Census estimates put the median home here at 1951, and about four in ten date to 1939 or earlier. Much of the borough sits on low ground along its creeks. With about 137 days a year that dip to freezing, old asphalt cracks open and holds water.

Stroudsburg fits about 5,900 people into about 1.7 square miles. Fewer than 200 of its roughly 3,000 homes were built in 2000 or later. So most driveway work here starts with an old surface.
Only about 37 percent of the borough's homes are single-family detached houses. The rest are row homes, twins, duplexes and apartment buildings. Close to six in ten occupied homes are rented.
An old drive that has been patched over and over may still sit on a sound base. In that case, asphalt resurfacing puts a new layer over it. If the base has failed, the driveway comes out and gets rebuilt from the stone up.
Around the borough, Stroud Township runs newer. Its median home dates to 1985, and about 86 percent of its homes are single-family detached houses. We work across the township too, as part of our Monroe County service area.
Borough parks sit along three creeks: the Brodhead, the McMichael and the Pocono. The county soil survey maps about three in ten acres of the borough as Pope silt loam. That soil formed from creek sediment on flood plains.
Pope silt loam drains well, but the survey rates it for occasional or rare flooding. Holly silt loam, also mapped in the borough, is poorly drained and floods often. Other parts of town sit on gravelly soils that drain fast.
On wet creek ground, the stone base and the pitch of the driveway matter most. Water that sits under asphalt softens the base, and the surface above it sinks. We look at where water collects and where it can drain before we pave.
NOAA's climate normals for the nearby East Stroudsburg station show about 41.6 inches of snow a year. Lows hit 32 degrees or colder on about 137 days, but highs stay that cold on only about 24. So on most freezing days, water in a crack freezes and then thaws again.
That cycle widens cracks into potholes by spring, and asphalt patching repairs the worst of them. In the warm months, sealcoating helps protect the surface from sun and water. Borough code also bars pushing snow from private property into the street. So plan a spot on the lot for the snow you clear off the driveway.
Stroudsburg's code calls for a borough permit to put in a new driveway or sidewalk. Repairs and replacements need one too. The borough rewrote those rules in August 2026. Before any construction starts, the borough asks you to contact its Code Enforcement Office.
Where a home's driveway crosses the sidewalk, the code calls for a concrete apron built to PennDOT's standard. It also bars asphalt from patching or sealing concrete sidewalks, driveway crossings included. Commercial asphalt driveways are the exception. On a home in the borough, the new asphalt stops at the concrete crossing, and sealer stays off it.
A cut into a borough street needs its own borough permit. That application carries a PA One Call serial number. Any digging starts with a call to 811, three to ten business days ahead.
