Private Road Paving in Lehighton, PA

Private Roads · Lehighton, PA

Shared lanes and development roads, paved from the base up

Private road paving is for roads the public does not own. Some are shared lanes that serve a few homes, and some lead to a business. Others are the streets of a new development, which stay private unless the township or borough accepts them. NS Paving and Landscaping paves these roads across Carbon, Monroe, Northampton, Lehigh, Schuylkill and Luzerne Counties.

A shared road takes more traffic than one driveway. Delivery trucks and plows use it, plus the cars of every home along it. So the work starts below the asphalt, with a stone base graded and compacted to carry that weight. It is the same base-first approach behind our asphalt paving in Lehighton.

What We Handle

  • Paving for private roads and shared lanes
  • Development road paving for new subdivision streets
  • Stone base grading and compaction before any asphalt goes down
  • A crowned or sloped surface that sends rain off to the side
  • Binder course and wearing course paving to the approved plans
  • Paving over firm stone roads, with soft stretches rebuilt first
  • Asphalt resurfacing for worn private roads
  • Free estimates, with the quote in writing before work starts

Private Road Paving for Lehighton Soil and Snow

Water is one of the main reasons a private road fails. Rain that runs down the road instead of off it eats at the edges and soaks the base. The usual cross slope of a paved road is 2 percent, per Penn State's dirt and gravel road center. That quarter inch of fall per foot sends rain to the side.

Shoulders count too: one sitting just above the road can trap water on it. The soil around Lehighton adds to the problem. USDA soil data flags frost action as a road-building limit on every soil mapped near town. Several also rate low in strength, so the compacted stone base has to carry the load.

Lehighton averages about 27 inches of snow a year, by NOAA's normals. About 132 days a year dip to freezing or below. A plow blade pushes stone off a gravel road, while on asphalt it rides a hard surface. Freeze and thaw then work on any road that holds water.

How Does Development Road Paving Work in Pennsylvania?

Pennsylvania's Municipalities Planning Code ties final approval of a new subdivision plan to its streets. The streets must be improved as the local ordinance requires, or the developer posts financial security to cover them. When the road is finished, the municipal engineer inspects it before that security is released.

A development road usually gets two layers of asphalt over a compacted stone base. The binder course goes down first, and the wearing course goes on top. The ordinance and the approved plans set the thickness of each layer, and we pave to those plans. Parking areas inside a development fall under our commercial parking lot paving.

Grading a new road also falls under the state's erosion rules. Pennsylvania requires a written erosion and sediment control plan once earth disturbance reaches 5,000 square feet. At one acre, the project also needs coverage under a state construction stormwater permit. The county conservation district is the local office for these rules.

Paving Over a Stone Lane or an Old Private Road

Many private roads start as stone. A stone road that is firm and drains can stay in place as the bottom of the new road. Where the stone is thin, more goes in, and soft or wet stretches get dug out and rebuilt.

Asphalt over a soft stretch cracks once the ground under it moves. That is why we look at the whole length of the road before we put the quote in writing.

Owners who would rather keep a stone surface can look at stone driveway regrading instead. An old paved road with a sound base may only need asphalt resurfacing.

FAQ

Private Roads Questions, Answered

Common questions about private roads around Lehighton and Carbon, Monroe and the surrounding counties. If yours is not here, call or text and ask.

Call (484) 545-5072

What does private road paving cost?
Length and width set how much asphalt the road takes. The base sets the prep work, and a firm stone road needs less than a soft one. Steep grades and drainage work add to the job on some roads. Call or text (484) 545-5072 for a free estimate on your road, with the quote in writing.
How thick should a private road be?
It depends on the traffic and the soil under it. A state asphalt association's design guide covers quiet streets of 50 to 200 vehicles a day. Over a stone base, it calls for 5 to 8 inches of stone under 3 to 4 inches of asphalt. Weaker soil gets the thicker end, and busier roads step up from there.
Who pays to pave a shared private road?
Check the deeds and any road maintenance agreement first, because they may set each owner's share. A real estate attorney can read them if the wording is unclear. We put one written quote together so every owner works from the same numbers.
Will the township take over a new development road?
That is the municipality's call: its governing body decides whether to accept the road. Under Pennsylvania's planning code, an accepted road can carry up to 18 months of developer security against defects. The municipal office explains its own steps.
Do we need a permit to pave a private road?
Building or changing an entrance onto a state highway needs a PennDOT highway occupancy permit. PennDOT classes that entrance by daily traffic, and the application goes in at least 30 days before work starts. In Lehighton, a new access onto a borough street needs a driveway permit from the borough. Elsewhere, the township or borough office answers that question, and we point you there.
How do we keep a paved private road in good shape?
Keep water out of the asphalt. Patch small holes early, before traffic and frost make them bigger. Asphalt sealcoating on a regular schedule protects the surface from water and sun. Keep side ditches and pipes clear so water leaves the road.
